Are you referring to the Garmin Connect Mobile app or your Garmin device? If it's your Garmin, which one?

It’s my garmin device, 735XT

the dots also flash

Try posting a photo or a video clip.

To resolve the issue try rebooting the watch, but honestly, I think it's broken.

Well, as I said, looks broken. You might want to try a hard reset as a last ditch effort.
