My guts tell me that the delay with the stable release is caused by some serious issues with the beta, that's why one would be reluctant to run the beta. Might be a completely different reason, though.
Beta 9.36 works fine for me. Hopefully won't be testing cold for a couple of months. I prefer the beta be fully vetted rather than a premature release.
I betting it is because all the firmware guys are working on something else! I’d run the beta and if you get issues then downgrade. If not, then keep running the beta.
Well, I did run a beta software for quite a while when I got the watch in early summer of 2016. I experienced shutdowns, poor GPS, etc as Garmin was ironing out the soft for the watch till early 2017. Enough is enough.
Currently, I really want to depend on my watch with day to day use and exercise. I'd hate to have to downgrade while traveling, worst nightmare.
That’s was 2016 when the watch was still in development and betas were test-grounds for fixes and new features. The watch is now in maintainance mode so I expect the beta to be pretty stable. Still it’s up to you.

Yeah, looks like they were working on another beta! And seeing that every single beta release since the last stable release fixes bugs related to pool swimming, I suspect that they made such a terrible mess there, that they are reluctant to release it to the public as stable.
And so the stable 9.40 is here. Oddly all those small fixes to pool swimming (except one) that were in the several recent beta releases have been omitted in the changelog.

Just out of curiosity. Why were you waiting so impatiently for the stable release? Are there any crucial features or fixes that you were particularly waiting for?
