Timeout only applies to activities and/or if browsing the menus. Once you go back to low power mode/clock screen, the backlight only stays on for 5 seconds regardless of this setting.
I normally set all my Garmins to "Stays On". In the dark, it is also fairly useful as a safety device so people might have half a chance of seeing you approaching.

When your FR735XT is showing the watch face, it is in low power mode (although there are exceptions, which you as the user cannot control by way of settings). If it is showing a widget, in an activity profile, or running a Connect‑IQ watch app (but not just a CIQ watch face), then it is not in power-saving mode. If you want to exert control and not let the watch go into power-saving mode, then start a timed activity (or a CIQ watch app).

You can defend it and try to justify it, its NOT intuitive OR the way most other devices or software operates.
