I think you need to specify what you mean by rowing. If you mean OTW rowing using the GPS and having a stroke rate counter, the answer is probably yes if the specifications mean the same thing as they do for the Fenix3. If you mean ERG rowing, the answer is most likely it has a stroke counter and calorie estimate based on HR but doesn't record any metrics from the rowing machines (Power, Distance, Pace, etc).
the watch does have at Activity called 'Row'. When you add it it gives you the option to use GPS.
Moving my arms backwards and forwards in desk chair gave me a stroke rate. It does have distance and pace on screen, not sure if that is useful in an indoor situation etc but the profile is there as it is on other watches.
