FIXED: had to reinstall GCM app
That's not super impressive....
Having to "Add a device" that is already showing in GCM is also a bit confusing. I did not factory reset the watch, so hopefully everything is fine from here.

I just got my 645 a couple days ago, and connected it with my Pixel 2 XL running a fully updated Android 10.
The 645 is fully updated to 6.20
(though that was a pain, even though Garmin Connect app said it sent the update down, the watch never restarted and I found the update later under the watch menu....
had to install from there, and then it finally rebooted).
I believe I'm doing everything right, but going to the Device menu in Garmin Connect for the 645, there is no option to set up Garmin Pay.
Everything that should be below Garmin Pay (Activities, Appearances, etc) are all there.
I've already tried rebooting the phone and rebooting the watch with no change.
Is this simply broken, or is there something more I need to do?

PS: I'm not so sure this 645 isn't as buggy as my previous Garmins have been, I haven't even run with it yet and already I'm not sure this was worth $400
