Garmin Connect app shows watch is connected, but Connect IQ app does not find device.

Garmin Connect shows the device as connected. I downloaded the Connect IQ app, but when I try to download an app it just says "Already have your Garmin Device?" "Please refer to your Quick Start Manual for pairing instructions."

When I go to the Quick Start Manual it tells me to use the Garmin Connect app to connect, which I did, and it is connected.

Am I doing something wrong?

I have an iPhone XS running iOS version 12.4.1.
