CPE not updating even with Garmin Express

I've been having some GPS connection issues, (taking a long time to connect), with my FR45 plus. Doing a bit of research online, it seems to be related to an expired CPE file. I've been regularly syncing with Garmin Express and also tried syncing with my phone, but no luck. From my laptop I can see the CPE file on my watch and it looks like it hasn't updated in about 3 weeks. I even tried deleting that file manually and hoped I would get a new one by syncing again or just even by starting a new run on the watch. But nothing seems to generate a new CPE file.
