Seems like you've tried all of the standard fixes. Are you using a Garmin branded cable? Is the cable confirmed good, tested with other li-on battery devices?
Since the Forerunner 35 was released in 2016, it's possible that it has reached end-of-life. Typically, this is 500 discharge cycles for a li-on battery.
