I've gone into ACTIVITY PROFILES and confirmed that RUN is enabled.
There is a way to hide/unhide activities buried somewhere in the settings.He has already reviewed that.
Unfortunately I didn't write down how I did it but think it was under the Activity Settings.You're mistaken. Activity Settings pertain to the particular activity profile. The O.P.'s complaint is that he cannot access the (outdoor) Run profile.

After several sessions of poking around I found that the gps was disabled. Once I enabled gps the run option reappeared magically! Hope this helps.
