The HR sensor is on when I switch over to Heart Rate, or go to RUN, etc.... BUT when its on a Watch Face for a while, it turns off. Is this normal?

No, the optical heart rate sensor is not supposed to be constantly lit. Yes, being visibly unpowered most of the time while the watch face is showing is normal.
