Looks like a Strava "Live Segment". Make a Strava segment a "Starred Segment". As long as you are a premium (Summit?) subscriber, and enable Live Segments on you Garmin, you'll get the alert.
Yep that is a segment notification. It can either be a Strava segment if you use Strava and have the top end account or a Garmin Connect segment if you don't use Strava.
