Garmin 520 and Windows 10 Phone

I have been experiencing a strange issue which I wondered if anyone else has encountered...

I have an Edge520 and a Lumia 550 windows 10 phone which won't sync when out and about. the wierd thing is it will sync if the phone has a Wifi Connection. Now before anyone jumps in and asks about data connections I have verified all of that and run multiple tests of rebooting re syncing re connecting the Bluetooth etc.. (8 years of working for a mobile dev company makes you check these things) also the log files seem to suggest its a server name resolution issue. But surely Garmin wouldn't have overlooked something as simple as that!

has anyone else had issues with syncing to windows mobile devices when not connected to a wifi network?
