After downloading latest firmware (13.10), the map shows small arrows at all turns. I can't see the route outline anymore with the congested screen. How do I eliminate the small arrows on map?

Which "small arrows" do you mean?
<< These (white) not so small arrows are Garmins idea of an "improvement" in FW 12, MTB riders apparently like them but IMO they clutter and hide the route, there is no disable switch so if you don't like them the only option is revert to a previous FW (11?)
<< These are "Course Point" icons that were previously difficult to see and got the pink circles in FW 13.You can disable Course Points in the "Navigation>Courses>[Select a Course]>Settings"
I don't have a 1030 so perhaps the options are different or in a different menu .
The other way of removing them is to remove the "Course Points" from your exported course / route file (a FIT or TCX file). They are generally generated as you plan the route, they are sometimes called cue sheet entries, most course planning sites will have an option to either not generate them or to remove previously generated ones. If they are not in the file that is exported they won't show on the map when loaded onto the 1030.
You would then be relying on the Garmin device generated "Turn Guidance" prompts
PS: Garmin online manual says the Course Setting options are the same
Displaying a Course on the Map
For each course saved to your device, you can customize how it appears on the map. For example, you can set your commute course to always display on the map in yellow. You can have an alternate course display in green. This allows you to see the courses while you are riding, but not follow or navigate a particular course.
Or export the course as a GPX file which has no support for Course Points
