Test with a different USB cable and a different port on the computer. If that doesn't work then test with a different computer.
Is is easier to use the app to upload the rides to Garmin Connect.
More to the point, try connecting your 1030 with a USB cable that is known to work with other devices.

Im having the same problem (been months since I was able to connect by usb). Garmin connect is up to date - just updated this morning but still the same problem.
3 different windows PC's / laptops do not detect the garmin at all although they will detect my old 810 - I've tried numerous cables, and just bought a new one from Garmin, but makes no difference.
It will connect wirelessly but does not download the map update that has been waiting for months - any ideas how to get windows to see the garmin?
I use a Mac and have no issue with that/ I know that does not help you per say. But if you have access to a Mac you could give that a try to see. Windows PC's have so many versions with different releases of Windows, the drivers, etc. that it is hard to pinpoint that type of issues. The Macs are more homogenous and all drivers are from Apple, always. Any that is my suggestion of you have access to a Mac. The Connect Express software is availabe.
One more thought you do not specify if the Edge goes into mass storage mode or not ? Does the screen display mass storage ?
I had the same problem and found when I removed the extra micro SD card it would connect. Same with my Garmin Montana 610. I have to do this to install updates too. But I think it may be my old ASRock motherboard and USB drivers. My iphone if it connects disconnects after a few minutes.
Interesting. I always avoid SD cards. one more reason to do so. Steve Jobs was right back then and still is today !
