Out of the box, the Apple Watch does not broadcast heart rate in a way that Garmin devices can consume.
I just found an apple watch app that purports to support this. I don't have an apple watch, so I can't verify that it works. It appears that you still need a phone though.

The iPhone is already paired to the Edge for connected features. I doubt it can run a second BT connection to the same device and make it look as a HRM.
