The odometer on my Edge 10000 just set itself to 28,154 miles, thereby rendering itself useless.
Is there a way to reset this to either a plausible value, or zero?

AlasGuinns is referring to Edge 1000(0).
On this device you can reset totals and each profile seperately. At least with software 15.40
Homescreen - History - Totals
from here you can enter each profile but…
In earlier years I have used a procedure like described here:
Use http://garmin.kiesewetter.nl/ Upload and convert the Totals.fit file to a .csv file (exported as .txt).
Change total distance, time, calories…
Tried that twice — didn't work.
But since I don't really care about the odometer, I have taken the easy way out and selected a Screen 1 option without the odometer field.
The odometer and totals are 2 different things. The totals are like your trip computer in your car, which can reset. The odometer is like the odometer in you car. You can only set it to zero by resetting the unit.
If you never reset your totals (clear the trip) then the sum of the totals will match the odometer, but clearing the trip does not clear the odometer.

from here you can enter each profile but also totals of device and if not 0 you will find a waste bucket right bottom which resets each selection.
(btw - it‘s the same on Edge 1030)

Sorry for pointing to the wrong solution. As far as I can remember deleting Totals.fit did work for the Edge 800 and Edge Explore I still own, but maybe I'm wrong.
But curious now - where does the device (Edge 1000 & newer models) store the odometer value(s)?

In totals.fit!
But if this file gets corrupt or is missing it will be restored from Backup (on device) - looks like magic!
In earlier years I have used a procedure like described here:
Use http://garmin.kiesewetter.nl/ Upload and convert the Totals.fit file to a .csv file (exported as .txt).
Change total distance, time, calories and number of rides & save as .csv. Upload again and convert to
a new FIT-file (exported as .fit).
Edit the last data row:
data,0,time(sec),distance(meters),calories,0,number-of-rides,2
Rename the old Totals.fit to something like Totalsfit.old. Rename the fixed file to Totals.fit and place it in the folder ..\Garmin\Newfiles. The device will move it to the folder ..\Garmin\Totals at the next startup.
If the device has more than one profile, you will find a section for every separate profile in the Totals.fit file. So you can adapt the totals amount per profile if you wish.
Have'nt tested this on a 1030 though...
Some software versions earlier there was no possibility to do any change of totals.fit.
But now you can reset each profile or even the total on the Edge 1000.
To edit a value (set it to another value) you still have to edit totals.fit as you have described. I use „fitfilerepairtool“ for that.
The odometer value displayed in the odometer data field is store in the settings file.
