I am trying to route on my 1030 from Port Townsend to Elma, Wa. The Garmin refuses to route on US 101 in between, instead coming up with all sorts of long routes to avoid it. Is there a way to force it or import a route from Google Maps?

I'm not familiar with US road designations and rights of way. Maybe you can fill us in?
At the OSM level, US101 seems to be designated as a Trunk which is a major highway with potentially many lanes and fast traffic.
There are no specific prohibited cycling access tags from my cursory look, but that doesn't mean to say thats what get compiled into the Garmin Map.
So a couple of things to check/ask.
Check the map you are using. Is it the Garmin Cycling Map or have you loaded an alternative?
What Activity Profile are using and what is the Navigation mode and what avoidances have you set?
As for following a pre-programmed course, yes. You can plot a route in advance using Garmin's own course creator or one of the many others such as Strava, Komoot or RideWithGPS etc. Load this on your Edge and it will follow the route you've defined for you.

BTW - the Strava heatmap indicates that the road is used by a fair number of riders so it must be navigable by bike.
The road is perfectly rideable.
After trying several routes on Garmin Connect, I have decided it is total waste of time. I cannot get it to route where I would like it to. It takes a very paternalistic or uninformed approach to routing, and no matter what you try it will not do what you want. I'm done with it.

Try Komoot or Strava? I've just plotted that route using them and they both use US101 for most of the way.
Ridewithgps diverted all over the place like you say. The Garmin Connect route was hilarious, taking in about 3 ferries.
With the new Route Sync API courses you create in Strava (starred) or Komoot get synced to Connect and the device automagically now as well.
As another suggestion I might say: Try another map instead of the pre-installed one on your garmin.
I only use maps form http://openstreetmap.nl for Europe, You can also try http://garmin.openstreetmap.nl for other parts of the world.
