Firmware Update 9.00 vs 9.10 Disparity Issue

I am stuck in an annoying prompt loop that has gone on for months.  Firstly, my Edge 1030 reports that it is on software version 9.00, and asks me if I want to install firmware version 9.10 - every single time I power on the unit.

Sometimes I tell it to go ahead and install the update, and it says "Validating Update...", then reboots.

Then it gets to GARMIN bootloader display, and a very faint "Loader Loading...", and it just stops there.  I have to let the unit drain, or hold in the power button to do a hard reset.

Garmin Express reports that my device is already on software version 9.10.

Garmin Edge 1030 reports that my device is on software version 9.00, and prompts me to install 9.10 every time I boot the device.

So with each new ride (I ride every day), I have to exit out of the prompt.

It is getting old - as I have now done that over 150 times, and I just want to fix this problem.

Is this a known issue?  Just to be clear - all of my device updates have been delivered over-the-air, not via cable.  I actually reinstalled Garmin Express to try to troubleshoot this problem, as I hadn't used it for since June 2018 when I switched to Edge 1030 to Edge 520.

Any help resolving this would be much appreciated!
