When I beat my PR on a starred Strava segment and upload the ride , my new PR is not updated in the Strava segment on the 1030. Is there a way of updating them without removing all my starred segments from Strava?

You must upload the ride to strava for them to process it and update your PR. Best is to link the two accounts such that a any ride uploaded to garmin goes to strava automatically. To be clear garmin does not sent your PR to strava. Strava will compute your PR based on the ride data
It should come down the next time you sync. The update process is asynchronous so it takes two syncs to get the update.
The first sync pushes the activity to Strava and your PR gets updated. Strava then updates the leaderboard for that segment and posts it back. The next sync then pulls it down.
In my case I had synced it several times already and it wasn't showing up. I think my PR wasn't being updated on my Garmin watch because I had the activity set to Followers only (which won't update the public Strava segment records). I switched the activity to Public and then clicked the "refresh my results" button in strava for that segment, and then synced my watch and it came over.
I have similar issue I have noticed. During a ride on a starred segment when I set a new PR. My edge displays my new PR time and how much I was faster than previous PR. After upload to to Strava the time on the segment doesn’t match. Yesterday I had an on screeen announcement my new PR for a particular segment was; 3:00mins beating my old PR by :16sec. After upload to Strava my segment time was 3:06.
This isn’t the first time I have noticed this. On other occasions my Edge 1030 has announced I had the KOM. But after upload the time slightly different enough to not earn the KOM. I should add I am using my Fenix 5x at the same time. I get similar different result after the upload to Strava.
This is driving me nuts.
The first thing to check is that the Edge is set to use 1 second data recording and not smart recording. If it is using smart recording then there are less data points for Strava to use. This means it may have to use data points that are further away from the segment start and end points. Thus adding time to the segment.
