I'm constantly getting FLOOD ALERTS on my Edge 1030 (fw 3.9..). When riding in cold weather, I couldn't even acknowledge (remove) these without taking my glove off, which is a pain while biking.
I'm aware that weather alerts seem to come through the bluetooth connection with the phone. I haven't found any way to turn these off, either on Garmin Connect nor on the Edge 1030. The flood alerts are really useless. They don't give any information and don't even seem to be location sensitive (i.e. within 5-10 miles of current location).
Most annoying is that they take up about 40% of the screen as well.
Even a store 'add-in' that would reduce the size would help a little.
