Swim 2 SWOLF seems too low

The Swim 2 (for good reasons) only countrys half the strokes when swimming.
However it also only includes the half of the strokes in the SWOLF score. Isn’t that wrong?

Swimming 25m in 30 secs using a total of 20 strokes (left and right arm combined), I would assume the SWOLF score to be 50. But Swim 2 / Garmin Connect states as 40.
