heart rate during swimming

My swim2 does not measure properly my heart rate during swimming in the pool. The values are much higher than the values measured with a chronometer. In the open water the values seem reasonable to me, though I cannot be sure because I don't have a counter-proof.

What could be the cause of this?

There should not be a difference between OW and pool, but measuring HR from the wrist in H2O is difficult anyways so expect variability

Well, between OW and pool there is a "mile (or more)" of difference(s).
On the other hand, I noticed that most of the times it also measures an higher bitrate than when running or biking, which is not real, according with the level of effort (and use of legs)...
