Content 15.16?

I have the impression it is a full version as even the ECG function works which normally is not the case for a Beta version

I know about the content in the different betas. In this case all the 15-versions.
However we don't know what will be released in the final version. 
The assumption that all the functionality added in the pre 15.16 versions has not been stated.

Sure that they messed up a bit with the rollout. I'm also received the 15.16, that is a beta version. I'm also not enrolled beta program, but It's now official that we're all in beta. I'm increasingly perplexed by how a company like Garmin is handling this device. The launch of the FR 945 was a blast, but this is an embarrassing situation with 970 device.

We don't know whats in the "15.16" that has been rolled out to all. Is it the same as 15.16 beta, don't know? And if it should be so, how much of previous tested beta content is in the 15.16 beta? The beta 15.16 description does not say.

Yes, Garmin can mess versioning up. Historically we have had, with the 965 for example, final versions that had same final version number as betas but with a different content.

15.16 is not a beta version (anymore). Else you could not use the ECG app in this version. Thus, it seems it was not deemed to be okay to release to the public, but looks like Garmin is late with publishing that here

Yes, a version named as 15.16 is published for all. The question is the content. Now we know one change that is not in the beta 15.16. The ECG.

Garmin will not list the bugfixes for Beta bug (those generated during beta test) in the final release notes.
