No ECG app on Forerunner 970 after completing initial setup

Yesterday, after unboxing my new 970, I completed the initial setup, which included setting up the ECG app (I'm in the US, so theoretically I should have access to the ECG app). I completed the setup and took the initial ECG reading (which was "inconclusive" as my heart rate was too low). At some point afterwards, I installed an available software update for the watch. Since then, I have not been able to take another ECG reading—as far as I can tell, there is no ECG app installed on my watch. It's not in the activities & apps menu on either the watch or Garmin Connect. It's not in the glances or controls either. Going to Health > ECG in Garmin Connect only shows the initial ECG reading I took. The Finish Setup menu in Garmin Connect is gone (since I finished it), so I can't go through the "Set Up ECG App" step again. I've tried restarting the watch, restarting Garmin Connect, syncing the watch through wi-fi—nothing worked, the ECG app is just gone.

Any ideas on how to get it back?

This is how I run a new ECG:

Press upper right button on watch
Press down to Edit the apps
Add ECG
Then I can select the ECG app in the menu

I had a trouble finding it too but as Daniel wrote, it was there under workout page (upper right button), scroll down until you see ECG app. Previously I was looking for the app on the widgets page trying to add it manually and couldn't find it.

I understand that it's only available in some countries because of regulations governing "medical equipment". Perhaps your watch (or app) thinks you are in the wrong country?

That's a good thought, but the Garmin Connect app has full location access on my iPhone, and I've synced and re-synced and done a time sync on my watch, so there's no reason why it should think I'm somewhere other than the US. My Garmin account itself is also still set to "United States." Unfortunately, I don't think this is the issue.
