Yeah I'm not really trying to defend Garmin, only guessing at their reasons.

The basketball activity has the same prompt, as well as every other cardio clone (like archery).
It's really just an easy way for to enable/disable GPS right off the bat afaict.
Again I think activity profiles like Ice Skating, Basketball, Archery, etc are simply boilerplate clones of Cardio, with the addition of the Indoor/Outdoor prompt, the removal of a few features that Cardio has, and of course, the modification of the sport / subsport values in the FIT file to match the sport type so it shows up correctly in Connect and the watch's history. I don't think Garmin actually cares about how people use these activities IRL.
In the past, Garmin seemed to shy away from creating these generic cardio clones, but it looks like they did a 180 due to user demand. But they didn't actually do any work to make the cardio clone activities as useful as they could be.
Iow it's not that deep, Garmin just doesn't care that much.
