TopoActive Australia map will not download on watch

I have updated the TopoActive Map in Garmin Express but Garmin Forerunner 965 watch will not download the map. Download remains "Queued". What can I do to fix this?

Queued on the watch or in GE?

Delete the file from the watch (it's the larger DA...img usually) and re-sync with Garmin Express and initiate the download again.
