"There Was An Error Syncing to Garmin Connect"

I am able to upload activities, charge the battery, etc. However, I am not able to update. I am on a mac OS. It says that I have items ready to install, but I get a red bar at the top that says "There was an Error Syncing to Garmin Connect."  When I click on IQ Apps it says " Unable to Complete Request. We're having trouble saving your information or communicating with your device." 

Things I have already tried: 

-updating MAC os software to the latest version 

- updating Garmin software to the latest version 

- uninstalling gamin express and reinstalling 

- removing my watch from garmin express and re-adding it 

- went into application settings and got rid of pending uploads.
