Odd heartrate behavior - very inaccruate and unreliable

I have noticed a strange behavior with the 965 now for several month. I have noticed that with two different devices and several firmwares.

The heartrate is often very unreliable. Especially at rest, the watch massively overestimates the heart rate, for example when I talk or move my arm. In fact, any movement of my body seems to increase the heartrate bei 10-30 beats. 

I have done counter messurements with my old 945 and a chest belt, proving the 965 measurement is off.

A few examples: When at rest, my HR is around ~46, once I start talking it goes up to around 75, while the chest belt proves it´s only around 60. Same when I stand up and walk somewhere, the 965 shows an increase up to ~100, while the chest belt again delivers an actual heartrate of around 80. After a while, the heartrate with the 965 normalizes but it seems like the watch is overestimating the natural spike when moving your body drastically. Interestingly enough, while running or cycling, e.g. when starting an activity, the heartrate is VERY reliable and on point.

Again, I have had that issue with two 965s now and several firmwares - for the time being, my 24/7 HR measurements are somewhat.

Is there anyone else with a similar issue?

    When starting/using an activity my understanding is that the amount of processing power is increased to sensors
