I have similar problem; steps are syncronized but acctivity not. I have tried unpair/par process, no succses.

You'll have to wait. Garmin Status page shows several issues at the moment, including Activity Uploads.
Garmin connect is up and running 99.9% of the time. Unfortunately, you're trying it during the 0.1%.
