Look on the GC Web interface under Personal records (2nd last item in the list). There you can accept what comes up and also define the various distances, maybe that will help. If nothing has been accepted as the record then it may be considering whatever is new to be the record. Guesswork here.

This happened to me too after the 4.19 upgrade. The first run I did after the upgrade was an easy run and it told me I had a new PR.
The upgrade also turned on my lap key which I had turned off for running, so I suspect it also reset the PRs.
Like S.M.R. mentioned, please see How Do I Manage My Personal Records in Garmin Connect?, and pay attention to this note:
"If you have not accepted a PR in Garmin Connect or if the particular PR is hidden, your device will continue to notify you of new PRs until one is accepted. To resolve this, you would need to make the PR visible and either accept or reject the automatically detected PR activity. If you know of a PR activity, you can also assign it manually. Once you have accepted or assigned the PR, that information syncs to your device so it can accurately notify you when a new PR has been achieved."
Is anyone else noticing that old PR's have been reset, like tahoebased mentioned?
I checked it out and found that my 1 mile PR of 7:32 from 2011 (and for some reason a 1km PR from 2020, I always use miles not km) was hidden. All other PRs were already visible. I made the 1 mile PR visible and accepted it. What is curious is that in my past 3 years with the FR945 and past two months with the FR965 I don't remember ever getting a new 1 mile PR notification on the watch until right after the 4.19 update on the FR965. That's when it told me I had a new 1 mile PR for a 10+ minute mile. Could the update have hidden the 1 mile PR?
Now that I read your comment, I have been getting PRs after each run since 4.19
I don't pay too much attention to those kind of notifications, will check on the website and see what needs to be "accepted".
