Map zoom/pan using touch not working if touch is ON only for activities [3.58]

Hi,

General Use touch is OFF, but I have enabled touch for the activity (MTB).

However, I cannot pan/zoom the map using touch controls.

If I set General Use to ON, I can zoom and pan using touch controls during an activity.

So the only way is to leave touch ON for both General Use and Activities all the time? I assume this is a bug?
