There is no ECG hardware internally. Or are you asking why they didn't update the hardware to make it happen?
There is a reason why Garmin created the True Up functionality; to align data between different devices you own. You can safely conclude then that it is their strategy to sell multiple devices to the same people for multiple application purposes. They compete with I the Apple watch with their Venu 2 plus platform, so that one has ECG.
I hoped for a Fenix with LTE, similar to FR945. But that is not happening either.
I think it's quite simpel.
Adding amoled makes a watch 100 euro/dollar more expensive.
Adding ECG makes a watch 50 euro/dollar more expensive
Adding LTE makes a watch 100 euro/dollar more expensive.
Garmin is just testing what people are willing to pay. They suspect adding 2 steps at a time will probably to much right now.
