Did you get a performance condition graph in Connect? If so, does it show any non-zero values?
I could be wrong, but anecdotally, I find that if I don't get a performance condition alert in the first 10 minutes or so of a run, I'll never get one. But I may still eventually see a non-zero performance condition value if I add it as a data field, and if I look in the Connect activity graph.
For example I went for a 6k run this morning, and my HR stayed relatively low for the first 10+ minutes. (One contributing factor was that I did pause the watch twice for 1 minute each during this period, resulting in a pretty big HR drop both times.)
I never got a performance condition alert, but looking back at the graph, my first non-zero performance condition value was +4, at 11:20 into the run. This is also what the data field showed, when I looked at it around the same time. Before that, I believe it displayed "--" (which actually means "no value" / "not applicable", rather than 0).
(I have an FR955 btw)
TL;DR if the first 10 minutes of your run aren't intense enough (HR-wise), you may not get a performance condition notification. But you may still get a performance condition graph. It might help if you add the performance condition data field to your Run activity, so you can see the value later on in your run.
Also, check that is is still turned on in the system settings.
