I've only experienced it after GE updates. It has been going on for about a year. It is not a massive issue to re-order them but it does create unnecessary work and annoyance. I avoid using GE as a result. It is only needed for map updates.
I have not tried it but a possible workaround could be to do a restore from backup?
PS: For a long time it wasn't possible to clear GE updates without replugging. I reported this as a bug. Instead of Garmin fixing whatever architectural problem there is in updating the watch without replugging GE now just pops up a message to tell you to re-plug during updates.

It could be possible. I have taken my watch to Service and to do so I did a Factory Reset. When I got it back I did a Restore from the Backups and it worked like a charm, I'm really very happy with this addition since I didn't have to configure anything to have my 955 again with my preferred settings.
Well, I got an update directly on the watch today (no GE) and it didn't reorder anything. I know it has in the past. It seems like hit and miss. I know how to get them back in the right order pretty quickly, but it's still annoying.
I had this behavior with my old forerunner 935 and my current 965 and reported it several times, but so far, for over 8 years garmin doesn’t show the slightest interest to fix this.
Not using garmin express (which doesn’t work very well on a mac anyway) helps.
But garmin has the nasty habit of messing with user settings. With the current beta it happened twice my alarm was turned off (which also happened in the past, a couple of times)

I know this doesn't work for all users, but yes, for me too Garmin Express was working very poorly or worse, it didn't even work in the latest versions released for macOS. This changed (at least for me) with the latest update to 7.24.0.0 (macOS 15.1.1) and now it always works correctly. On the other hand, I don't know if it helps that I don't change settings, order, or anything in GE. I only use it to sync updates or the watch while it's charging, nothing else. I make the changes from the GC app and no problems so far, after each update, even beta, everything remains in the order it was, with the subfolders and everything.
