Daily suggested workouts running vs cycling problems

I follow DSW for running most days of the week, and throw in a cycling once or twice a week.

The heart rate goals etc for running are solid. I have a LT test with dual HRM and have enough runs for a auto detect Max HR. 

in a nutshell Garmin says 147 bpm for base pace running for my stats.

When I followed a cycling workout today it wants 116 bpm for 1h30min (130W). Garmin said this is a base ride, it's reported in my app as recovery? 

Are there settings I have wrong? I have a FTP ramp test from zwift (probably needs updated but doubtful is that far off 207)

This has been a chronic problem I cannot seem to wrap my head around.
