The watch that was not able to measure my wrist heart rate was able to measure my heart rate when the battery level fell below 50%. Last time I charged it, it didn't measure my heart rate, so as an experiment, I charged it to 100% and it didn't measure my heart rate. We have confirmed that the heart rate function is currently not working in a certain battery section. I hope Garmin resolves this.
