Unable to turn Auto Goal Off

I have a Forerunner 955 Solar watch I purchased last December.  I recently upgraded from a Samsung S20 Android Phone to a Samsung S23.   When I paired the Forerunner 955 Solar watch with my new phone it reset my watch to Auto Step Goal.   I turned this feature off and set Garmin Connect to 10000 steps and re-synchronized my watch with my phone. It appeared to work as Auto Step Goal was turned off and 10000 steps was set on both my watch and Garmin Connect.  However, the next morning my watch showed a goal of 10750 steps as if Auto Goal was still on.   I turned the feature off and on and resynced my watch.  The same thing happened the next day.   I eventually did a "Reset Default settings" on my watch but am still not able to turn off Auto goal even though Garmin connect indicates that it is turned off and I have synced my phone with my watch.  Can someone check if there is a bug in the current Garmin Connect software preventing it from turning off Auto Goal?
