I created an event with 5K race and target time 23 Minutes in 18 days. But the watch gives me only base and long run suggestions?? Seems like a bug to me, 23 Minutes would be very hard for me so I would expect VO2 Max and tempo runs.

I experienced the same with my 21k schedule. Long runs at pace 5.40/6.20 per km. And I scheduled a target time of 1h45m, which means just below 5m/km. Never ran that fast in training period, except for some short intervals.
But I ran my 21k race last week, and did it in 1h44m26s. Still I do not trust it completely, but also have no reason do distrust. I agree it feels awkward in training period.
It might be struggling with the limited amount of time before the race. <3 weeks isn’t really much time to follow a training plan.
I don't think the DSW consider your inputted goal time for that race but train you based on your current fitness level (as it should be)
How is your sleep? In case of bad sleep, this will be factored in, so a planned tempo run or intervals workout can get changed to a base run by the algorithm in the morning. If you have small kids, it's kinda hard to get anything except base runs... :-D
I do a lot inline skating, perhaps the algorithm thinks I am in a bad shape, while actually tired from those trainings. I ignored my watch yesterday and did some 3x7min high zone 4 VO2 Max run and ran 2nd best 1km time in my life, my race prediction went to 22.45. I changed target time to 21 to make sure it is bellow that what I can actually do, but training suggestions are still base, base, base..
