Major differences of effort between suggested running pace vs heart rate

I've been following daily suggestions work out on my watch for the past 4 months.  For the base run's it suggests 46 mins @ 10min/mile pace. This is always incredibly easy, slightly boring and I am generally pushing the upper limit of the "allowed" range.

Today I changed to running at a target HR (146). It took a while longer to get up to target and the pace was up to 8:20 min to sustain it. This didn't feel like a true "easy" run I wouldn't have been able to have a constant chat while jogging at this pace.

I don't know what to do. It feels like the watch settings aren't really aligned to my body. I don't want to just ignore it and start doing my own thing as that leads to doing too much and getting broken. I liked the structure of the workouts but want make sure I'm getting the most out of them. How do I tell the watch that pace wise I can do a bit more, and HR wise easy needs to lower?
