My Lactate Threshold per my Garmin 955 is 4:07/ Km at 152 BPM.
Yesterday I completed another Half Marathon , my average pace was under 3:58 min/km and my average HR 149. Surely my Lactate Threshold cannot be 4:07 at 152?

Why do you think that is wrong for you personally? All LT means is that excess lactate not cleared by your muscles (used as fuel) is spilling into your circulatory system and increasing your blood lactate…
My understanding was that LT is something that one can sustain for approximately and hour. If I have sustained for 85 minutes shouldn't it thus be an update?
It's entirely dependent on the athlete. Only one way to find out what your true LT is and that's by taking blood samples. Depending on your watch to provide you with accurate data like that or VO2 max…

You can run at or above your LT for fairly significant amount of time, especially if you're aerobically trained. I have no doubt your device isn't accurate (this is true for literally everybody), but are there any other metrics that indicate your LT should be different? Have you actually been tested to know what your LT should be?
Did you run using a HR chest monitor? Your LT will only be detected if you use a chest HR monitor…
Try to do the guided LT test once you recovery from your last race, but auto detection only works if you always use a chest monitor on your hard runs
Yes always use the HRM . As a point of interest I’ve logged a call with Garmin as the HRM didn’t report RD info on the race either so maybe the issues are interrelated . Strange as it reported correctly the warm up and cold down activities on either side
HRM battery is OK? Did you noticed ant disconnection during your workouts or during the race? Probably that is the reason your LT was not detected
Battery is good. It's always been fine , not sure as of now what the issue may have been in that activity. We shall see. Strange that the activity immediately before and after were perfect, just how life happens :-)
