Execution Score based on Heart Rate for Tempo

I've switched my training type to HR, because the watch thinks I'm in much better running shape than I am (I do lots of biking).

I'm using Daily Suggested Workouts but it doesn't seem like there's a transition time in the tempo and threshold runs to account for human or watch delays. By the time I get my heart rate up, the interval is halfway done already. As a result, my execution score is low.

Is there something I'm missing? How much does a strap resolve this, if at all? Could this be improved?
