No, it is the same team! There used to be a team (whereas some developers where locacted in more than one team) for each watch/model, but this is no longer the case.
That is interesting! Do you know more? Namely when did the 955 and Fenix 7 teams join?
It was mentioned by Phil McClendon back in late april/ beginning of May at a Investor relations meeting if I remember correctly. Also DCR mentioned this in his blog afterwards - A more agile development Methodology as other brands also do.
Garmin will focus on quarterly releases on all products/ Hotfixes will still be tried to be at monthly basis. It should basically mean that when one watch gets a new feature, the rest should get the same almost instantly (of course only similar watches).
Like any other company that are changing dev strategy - it takes some time to get used to, but the outcome is better quality and more functionality in a higher pace.
i would love to see this become the reality, but i'm not holding my breathe. DCR mentioned this in May (the quarterly roll outs), but i can't say we've seen anything like this yet, and we are 4-5 months since this was announced (which was before the 955 was even released)

Why not include a bit more than just a link: "However, I confirmed with Garmin that the Forerunner 255 series, Forerunner 955 series, and Forerunner 945 LTE will also be getting the running power shortly in beta as well. Expect that measured in days or weeks for the FR255/955"
