Power readings underestimated in multisport vs. bike

I use Garmin FR945 and single-sided Vector 3. My 3s and average power readings on the bike during multisport mode have been 50+ watts lower than during indoor or outdoor bike rides. 

For context, my typical power at aerobic (Z2) heart rate is 200-220W. I do threshold intervals at 285-300W for Z4 riding. 

In my most recent races, I have average powers for Olympic distance of 200W despite going 22+ MPH and HR in Z3-Z4. The power meter is underestimating.

Has anyone else had this problem? Fixes? Would different power meter fix this? Watch?
