Anyone having issues with Scheduling a workout for "Today either not showing up or appears "Tomorrow" on the watch or "My Day Tab bar in Garmin Connect App?

Support doesn't seem to know of this issue and its been happening for a long time.  The problem appears to be a timezone issue.  Scheduling a workout for "Today" after 5pm PDT (12pm UTC) either does/doesn't appears the next day.
