my Garmin 945 captures and reports respiration rate when I run inside using the Treadmill Run activity. but when I run outside using the Run activity, there is no respiration rate. does anyone know how to setup the watch to capture respiration during the Run activity?
Well, I do not have a chest strap, but on each activity I can see the Respiration Rate Graph and stats. However the graph is empty. Seems that respiration rate was written at the beginning of the activity due to a bug or it is some kind of demo mode to advertise the respiration rate data. Anyway I think that it should be ignored and hidden by default on the activity page since it was recorded without a chest strap.

They are possibly numbers from the breathing rate recorded outside an activity (but then they are quite high for someone without respiratory problems), or from the last time a strap was used, or what the WHR 'saw' as you started the activity. Either way they do not (to me at least) suggest that respiration rate is being recorded by the WHR during the activity.
FWIW on the graphs from a run last evening using a strap I see the same as you:
