It doesn't need to be elliptical or rowing machines. I am looking for something that work legs and arms and can record heart rate and power to Garmin platform.

C2 Rowers are only compatible with the PM5 installed wich is using Bluetooth. PM4s ANT Stream is no longer supported by Garmin, it’s a old profile wich Fr60 and such old watches could.
Ellipticals i can’t remember one wich is compatible, some stick wheel sensors on the flightwheel to get the distance.
I would prefer a rower over an elliptical if you want to train and not only move.
In theory any exercise machine can support the ANT+ FE-C device profile but in practice I think you'll only find that in smart bike trainers plus the Concept2 PM5 rower. There probably aren't any elliptical machines with FE-C.
But does it even matter? You can just start an activity on your watch and record heart rate using the optical sensor or a chest strap. Power is kind of meaningless on an elliptical.

I use a concept2 with a PM5.
It is possible to connect the Concept2 account with the garmin account.
