I assume you've followed the steps at https://support.zwift.com/en_us/heart-rate-monitors-Hk0MimWlS?
Remember that most likely heart rate monitor will not be active (and thus visible) until you've put it on (just in case you're trying to pair it without getting ready for a workout)
Hello my chest belt with new battery was on me and then 645 sensed it but not laptop with Zwift
If the 645 picked up it, then it's a Zwift problem - and I would be better to ask in their forums I guess.

It isn't entirely about pairing to Zwift, have you enabled Bluetooth or ANT+ on the Tablet/Computer/Phone you are using? Strap has been wetted and put on? I believe you should be able to search for and pair the device just in your Bluetooth settings, try that first before going into Zwift. I haven't had an issue with my HRMDual with my Samsung phone w/zwift the couple times I was testing TreadmillZwift settings.

There is an issue somewhere in the Bluetooth stack on both Android and iPhones. It turns out when I posted on my local triathlete Facebook group that I was having problems quite a few people posted they were having issues too. I think that Apple users noticed first as quite a lot pair through their iPhones. Apple are also better at rolling out updates to the O/S than Android manufacturers. My setup is Linux(Wine)so I can only use Bluetooth via Moto G(6) to connect my sensors. I have Vector pedals and a dual HRM. I'm about to try a brand new phone to see if that makes a difference.

Through a phone, no. I tried my work Samsung too. I now use my wife's Windows PC and Bluetooth works without any problems as all
This suggests that there is nothing wrong with the DualHR Bluetooth stack.
at least it's resolved for you, that's good to hear! Myself I'm using another phone where HRM Dual works perfectly(actually it works perfectly on two phones I've tried and my watch either with ANT+ or BLE) but not on my main phone from yesterday.
