Purchased Garmin Maps Not to be used on you other devices

Yesterday I bought the TOPO Active Europe 2020. Now it is now on the Forerunner 945. The problem is now that I can not put
this purchased folder (owner) on my Garmin Edge Explore or in fact if I buy a new Forerunner this folder cannot be placed on it.
Must make a new purchase again. Who has experience with this?

Maps are purchased per device. Once the map is downloaded to a device it is now locked to that device only. There are a few exceptions to have them transferred to another device. For example, I had to exchange my original watch and I had to provide Garmin documentation showing it was exchanged with a retailer. Once Garmin received that info, they sent me another link to download those maps to my new device.
