this is happening for many of us, Asia version still stuck in 9.1, simply deleted the weather widget...
For months my weather did not work on any of mine or my wife's watches. Between us we have a 945, F6, and a Marq Athlete none of which connected to the weather for months despite Garmin's best efforts - we're in New Zealand. Until recently. Now they all work and we put that down to something Garmin has done with GCM. Watches are connected to iPhone Xs.
Even when I didn't have the full weather I always had the temperature and working heat acclimatisation numbers.

then you might be best placed to contact Garmin Support.
I don’t know much about this as I have never used the weather widget. But I do still get weather data on my recorded activities and also heat acclimation data in the connect iPhone app, under the “training status” section I think.
My iPhone is on the latest iOS but I don’t have the permission for location services data allowed for the app either. So I think it must get it from the gps data of the activity.
So my point is that heat acclimation and the phone permission and weather widget don’t seem to be necessarily connected. I can’t show you a screen shot of my heat acclimation data right now as it’s been under 20c in Norway the last two weeks but it showed up before that when it was warmer a few weeks ago. I’d never seen it before because it rarely gets that warm here.
When heat acclimation showed up it was alongside some info about training in conditions above a certain temperature. It was either 20 or 22 - something like that.
Here is yesterday’s activity with weather data shown. Again, the connect app does not have location data permission. So this data must come from the gps location of the recorded activity:
