Heart Rate different during strength vs cardio workouts

I've conducted a number of tests to check and it is clear that heart rate is recorded or calculated differently during Strength workouts compared to Cardio workouts. 

Doing the exact same exercises on cardio, I get an average 155 BPM , whereas during strength around 118 BPM. I have tested this multiple times. 

Anyone else have a similar experience or an explanation ?
